Wèmniv Se (/wɛm/ /niv/ [clinic; hospital] [gray]) is a subtropical Town located in Vährxhåteh Hold, Híhksvtíhj Provence, within the Tauranian United Provinces.

The name Wèmniv Se is derived from the Tauric language, as Wèmniv Se was founded by Brèbê Gruffudd, who was culturaly Tauric.

Climate

Wèmniv Se has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 24°C (75°F). Wèmniv Se receives an average of 247 cm/y (97 in/y) of precipitation, most of which comes in the form of rain during the summer. Wèmniv Se covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4042 m (13261 ft) above sea level.

Overview

Wèmniv Se was founded durring the late 9th century, by Brèbê Gruffudd. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Brèbê Gruffudd.

Wèmniv Se was built using the conventions of Tauric durring the late 9th century. Naturaly, all settlmentss have their own look to them, and Wèmniv Se is no diffrent. The town's buildings feature plaster covered brick construction taking the shape of large simple gemometric shapes which ate then embelished with decorative features, but retain their simple shapes in spite of the added features such as pillars, faccaddes, and covered walkways. The blocky nature gives a general impression of extreem age, as if each structure has existed since time immemorial.

Wèmniv Se is buildings are speckled and packed arround broad baked earthen streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Wèmniv Se's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The top tier civilian fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

Wèmniv Se has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Wèmniv Se’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.

Civic Infrastructure

Wèmniv Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Wèmniv Se.

Wèmniv Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Wèmniv Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Wèmniv Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Wèmniv Se's public wards, blessings, and other arcane systems.

Wèmniv Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Wèmniv Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Wèmniv Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.

Wèmniv Se's garrison was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

Due to the actions of local Kami, summer is short in Wèmniv Se.

The Skinstitch near Wèmniv Se are known to be more aggressive than normal.

Wèmniv Se's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves bloodletting to channel Enchantment energies of tier 1 via recitation of poetic epics.

In time immemorial, reportedly some time during the early 2nd century was struck by a great wind storm. A great funnel cloud itself touched down in Wèmniv Se, bringing twisting winds which killed 123 people, 112 livestock, and 56 buildings in the disaster.. The disaster is generally remembered as the Howling Winds of Calamity.
